THE OPPORTUNITY

VinUniversity seeks an entrepreneurial leader with a record of excellence in education and university administration. The candidate should have strong experience in the management of a newly established, complex, and diverse higher education environment to serve as the Head of Information Technology at VinUniversity.

The Head of Information Technology will be responsible for leading the information technology of VinUniversity to deliver all technology-related capabilities, products, and services required to achieve stable IT operations and long-term business success.

POSITION RESPONSIBILITIES

  • Provides institution-wide leadership and strategic direction in the development, management, and operation of shared information services across the University.
  • Establishes effective IT governance for the University and acts as a trusted advisor for the President and Provost to understand the needs of the University and to shape the digital agenda.
  • Leads and coordinates the development and implementation of integrated, strategic IT plans and policies for the University.
  • Ensures smooth collaboration with the IT units of Vingroup and ensures compliance with Vingroup’s regulations regarding IT systems and security.
  • Ensures smooth operation of IT systems, infrastructure and services to support daily administrative, teaching and research activities.
  • Leads, guides, and oversees the institutional information technology budgeting process. Provides leadership in cost and productivity analysis and optimization.
  • Work closely with department leaders, academic leaders to consult and determine the priorities, projects, and future directions of the University‘s information technology.
  • Integrates and coordinates the development and implementation of IT programs across the University in order to achieve maximum institution-wide efficiencies and synergies.
  • Build the IT organizational structure and staffing required to effectively accomplish the University‘s goals and objectives in IT, while staying agile and flexible to adapt the structure with changing business contexts.

EDUCATION AND EXPERIENCE

  • Graduate degree in computer science, IT, or relevant field.
  • At least 10 years of experience directly related to the duties and responsibilities. Previous working experience specific to higher education domain is highly preferred.
  • Broad expertise in technology (IT project/program management, IT architecture, IT system implementation, IT services), and an ability to develop a clear vision and strategy for technology.
  • Diverse knowledge of IT systems and infrastructure, IT policies and procedures, and of IT tools and techniques.
  • Experience in planning, designing and developing IT application for enterprise/university operation.
  • Experience in sourcing and managing IT vendors and partners for IT equipment, infrastructure, system implementation and outsourcing services.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Broad knowledge of IT systems for higher education is highly preferred.
  • Ability to communicate complex ideas and recommendations effectively, both verbally and in writing to different stakeholders of top management, peers, faculty, and staff.
  • Ability to build IT action plan and budget which best align with the institution’s direction.
  • Ability to manage, track, and optimize overall IT budget to effectively execute the committed action plan and adapt with changing business context.
  • Demonstrated ability to work with faculty, staff, and students as well as community groups of diverse academic, socioeconomic, cultural, and ethnic backgrounds.
  • Excellent written and verbal communication skills in English.
