ABOUT THE POSITION

The Project Officer at the Vingroup Research and Innovation Complex (V-RIC) will support the Center Manager in implementation, coordination, and monitoring of projects and initiatives. This role requires strong organizational skills, attention to detail, and the ability to collaborate with multiple stakeholders. The Project Officer will assist in project management, finance and budgeting management, meetings and activities coordination, reporting documentation to ensure project efficiency and compliance.

The Project Officer reports directly to the Center Manager and supports the effective coordination and implementation of V-RIC’s projects and stakeholder engagement activities.

KEY RESPONSIBILITIES

Project Coordination & Administration

  • Support planning, scheduling, and tracking of project activities, timelines, milestones, and deliverables.
  • Coordinate with internal teams, project partners, and relevant stakeholders to ensure effective and timely project execution.
  • Prepare meeting presentations, agendas, minutes, and follow-up action lists for assigned projects
  • Maintain and regularly update project records, databases, and document repositories.
  • Prepare regular and ad hoc reports on project progress, outcomes, and follow-up actions.
  • Support the Center Manager in coordinating V-RIC’s other priorities and day-to-day activities.

Stakeholder Engagement & Coordination support:

  • Coordinate meetings, working sessions, presentations, visits, and follow-up activities.

Procurement & Contract Management

  • Support procurement processes for project-related expenses (excluding personnel costs): purchase requests, quotation collection, vendor coordination, and contract preparation.
  • Ensure that all procurement and contracting activities comply with institutional and funding requirements.
  • Monitor delivery schedules and verify completion of goods or services prior to payment processing.
  • Maintain accurate and up-to-date records of all procurement documents, vendor information, and service contracts.
  • Work closely with the accounting team to process payments, invoices, and reimbursements related to project activities.

Events, Marketing communication coordination

  • Coordinate in organizing seminars, workshops, trainings, stakeholder engagement events, and other V-RIC’s activities.
  • Manage event logistics, participant communication, presentation materials, and post-event follow-up.
  • Develop content and marketing materials to promote V-RIC’s capabilities, projects, activities, and achievements.
  • Coordinate with relevant departments to facilitate internal reviews, approvals, and implementation.

KEY SELECTION CRITERIA

  1. EDUCATION AND EXPERIENCE
  • Bachelor’s degree or higher in Business Administration,  Marketing Communication,  Project Management, or a related field.
  • 2-3 years of experience in a project coordination role (Project Coordinator / Project Officer)
  • Preference will be given to candidate with background in universities, research institutes or international organizations.
  • Candidates holding project management certifications (such as PMP, CAPM, Agile, or Scrum) is an advantage.

  • Proficiency in English (both spoken and written) for communication and work in an international environment.
  • Strong planning, budgeting, monitoring and reporting skills.
  • Detail-oriented and proactive.
  • Excellent time management and multitasking skills.
  • Strong sense of integrity and ability to work independently with creativity and adaptability in a fast-paced environment.
